If the ends justify the means, then the $1 million spent on a waterless urinal conservation initiative was money well spent. But if the ultimate goal was to save water, aren't there more cost effective ways to do so? In additional to the urinal initiative, Orange County, CA, shelled out $27,000 to have 49 new units installed. Let's just hope they're not flushing our taxpayer money away.
