Mitt Romney might have had the right idea by strapping his dog to the roof of his car -- as far as New Jersey is concerned, that is. The Garden State is considering making it a law that pets to buckle up in transit. L. Grace Spencer, the assemblywoman responsible for the proposal and owner of five cats, one rabbit, and one Pomeranian, proposes that those who don't strap pets into special doggy harnesses would receive a fine ranging from $25 for minor cases (like, say, an unrestrained rabbit) to $1,000 for extreme cases such a letting a dog ride in the bed of a pick-up truck.
