For months, foreign allies had warned the U.S. about an imminent attack from Japan, most likely on the naval base. Strategically, Pearl Harbor was highly exposed to air attacks. The first commander Admiral in charge of the fleet twice disobeyed FDR's orders to move it to Hawaii, and was eventually replaced by another Admiral who expressed the same concerns. Churchill himself noted surprise over Roosevelt's "intense desire for war."
