How It Started
President Dwight D. Eisenhower created the U.S. Advisory Committee on Weather Control in 1953 with an eye towards the possibility of weather manipulation, perhaps with an emphasis on military applications. Committee head Captain Howard T. Orville admitted that the military was indeed hunting for "ways to manipulate the weather through electronic beams to ionize and de-ionize the atmosphere." Clearly, the quest for the control and weaponization of the weather has existed for decades, but has this deadly pursuit bore any fruit?
