A "Continuing and Imminent" Threat
In May of 2013, President Obama gave a speech regarding the U.S.'s future policy on drone strikes. Aiming to cut back the program he promised that, from here on out, drone strikes would only be used to assassinate targets when they posed a "continuing and imminent" threat. Then, nine days later, he ordered a strike in Yemen that killed seven suspected al Qaeda militants. These men were marked for death before they may or may not have been directly or indirectly involved in the recent assassinations of Yemeni police officials.
