Monsanto is a private company and therefore subject to regulation by the FDA and EPA. But some would contend that Monsanto is able to dodge these regulators because of its cozy relationship with Capitol Hill. In 2010, it gave $350,749 to federal candidates. In 2008, it spent $6.3 million on lobbying in 2011. Only tobacco companies spend more. (Monsanto has never been convicted of any other improper dealings with lawmakers.)
